bulbs forming in stalk

I just completed my harvest of garlic and noticed that on a couple of stalks, a second head seemed to be forming about half way up the stalk. The head that formed in the ground was nice sized and seemed to be quite normal.

I am familiar with the bulbils that will form on the top of scapes, but that is not what I have. These are literally in the middle of the stalk.

There's a lot of wisdom on this site. Surely others have experienced this. Just looking for an explanation, if there is one.

These are bulbils that form this way in some weakly-bolting cultivars. I assume there is no tall scape on these? The "Complete Book of Garlic" by Ted Meredith describes them. Since I had it out of the library months ago I don't recall which group did this. Creoles, perhaps?
