Remove the straw mulch to get garlic to finish bulbing?

Hello allium afficianados: first post. :)

I have a couple thousand garlics densely planted and mulched with wheat and barley straw that have their scapes, but I'm wondering if I should take the mulch off to facilitate drying the soil out. It's been a very cool and wet spring in the PNW and I planted these back in September.

I have a neighbor who is growing one of my varieties (Killarney Red) and his is un-mulched and appears to be yellowing as expected.

I dug one of the plants last week and it had barely started to bulb, so I know they're on their way, but am wondering if such a long gestation is going to affect them.
