Don't know the technical term for them (bublets maybe?) but I had some of these grow on my elephant garlic last year (not sure if that's elephant that you've got). It didn't seem worth planting them since they are so much smaller than cloves, I figured they'd only make a small garlic bulb so I ate them instead.

They are called corms and you can replant them and they will make a garlic round the first year, then you can replant them and the will make a regular bulb the second year. They are from elephant garlic.
