My onions are a mess

So I have a few patches of onions, grown from sets... this picture is one of them.... we've had a fair bit of wind here in central new jersey and my onions are flopping over due to wind . Some of the leavs are still intact albeit flopped over... others are broken. .

Does that mean that the bulbs won't grow anymore?

Should I just call it a day with the onions and use them for their greens?

You are showing a lot of blossoming. These should be used as green onions. Those without a seed stalk may bulb up yet. This type of onion needs summer soltice daylight to trigger bulbing.

when you say needs summer solstice daylight does that mean that I should have started them later, i.e. closer to summer solstice? If I have more sets would it be ok to start a new batch now?

No: Long day onions which are mostly sold as sets require 16 - 18 hours of light to begin bulbing. Of course they have to be large enought. Sets are normally planted in the early spring and if they bulb will be ready to harvest in August-September. For most areas tho they are planted for use as green onions/scallions.
