worms eating elephant garlic

As some may know, I'm trying to grow elephant garlic here in 10a cali, key word TRYING.. A few plants came up this spring but some stopped growing. Well I decided to pull them today and found 3/4 inch pinkish grey worm gnawing on the bulbs on the plants that stopped growing, one per bulb. Sorry no pic because I used the warter hose to squirt the worms into the grass out of annoyance. They really didn't look like the pics of onion maggots. They were more earth wormy looking with rounded ends. I don't have these worm problems growing onions, shallots, and true garlics, just these...

Any ideas on what they are or what to do?
