when to pick shallots

I am growing shallots for the first time. I planted them on May 21. I don't know what variety, I bought them at the local agway. I did read (after I planted) that the larger the bulb you plant, the smaller the shallot, and vice versa. So, of course I planted mostly large bulbs thinking I would get large bulbs before I read the opposite. But, I can see a bunch of tiny bulbs sticking out of the ground from most of the bulbs I planted. From the bulbs that turned into a bunch of tiny bulbs, it seems like they are ready to pick. The stalks have completely dried up and are gone. The few that are larger still have green stalks growing. Should I dig up the bunches of smaller bulbs that have no green stalks left? I guess I can re-plant the smaller bulbs in the fall for a spring crop.
