Transplanting bunching onion seedlings: suggestions?

Was late planting Evergreen seeds and they are now about 11" tall partially shaded by nearby plants. Have a 2'X5' space for these. To get the maximum blanched stems, should the seedlings be planted with roots at 2" deep or more? What is the optimal spacing? Was thinking a 2"x2" grid would be ok. Was planning to use wheat straw mulch, unless you suggest otherwise.

Read long ago that someone used a large cardboard as a grid and drilled 1" holes for the onion seedlings. By the following summer, the cardboard was half disintegrated and weeds were well suppressed.
