Depends on your local climate, I suppose. I have several hardneck garlics that I left the scapes on (some of which are over 7 ft tall) and they are just beginning to bloom, and my chives just sent up their buds and haven't bloomed yet.
The plant in the photo looks it may be one of the many subspecies/varieties of Allium senescens... (though one would have to see the plant and a close-up of the flower to be certain of the ID). This bloom time is normal; mine are in bloom right now. There are several other late-blooming allium species that are also hardy here and are in bloom now, for example, A. flavum ssp. tauricum, A. thunbergii, A. sikkimense, A. cyaneum.
