This is what someone local says:

"We have seeds from our crop this year. Not sure of the variety. A few years ago my wife got some heads at a jersey fresh market. I planted a few cloves and have been harvesting seeds since. I gave some to friends and they are getting great heads now. I don't have a big enough garden nor enough sun for good big garlic but have been harvesting seeds and small heads. We get pods every year (grow near the top of the stem). I harvest the seeds and plant them every fall and get new garlic every year."

He is talking about true seeds. I think he is planting the garlic from seeds each year and harvest the seeds and smaller heads/bulbs each year.

I'm going to request some seeds from him to see if I can determine what type of garlic it is.
