When is the best time to plant my Garlic Bulbs?

I wrote a very lengthy post a few weeks ago, but it somehow did not post here, or else I can't find it.

I'll be mixing Humus, Pete Moss, and Manure Compost into my dirt... will this be ok? Should I add 10-10-10 to this?

I raise vegetable and herb gardens every year, but planting Garlic is new to me. I really dont know what to do.

Any tips or help much appreciated.
