You will want to plant each clove separately. Each clove sends up a stalk, if you plant the whole bulb all those little cloves will be competing for space and kind of growing on top of each other. So even though they are small and tiny they all want their own spot.

I am pretty sure you can plant each one in the ground, but that it will take a couple of years for them to grow and divide into their own cloves (or at least cloves that are decently sized. I think people call them bulblets, but I am not positive on the term. I have never let any of my garlic flower so this is only what I know from reading.

don't bother with the bubils or small cloves. you need large cloves to grow large bulbs.
