If the garlic that you left in the ground actually grew into heads last year, you're going to want to lift them and give the individual cloves more room or you're just going to end up with a cluster of small garlic rounds / tiny heads. That's great if you want to harvest the leaves or use the small garlic as scallions but not so good if you want to grow large heads.
