Planting Rotten Shallots

I ordered Shallots from a reputable supplier, they arrived and I planted yesterday. As I was examining them, I could tell inside the wrappers that there were multiple bulbs. So, I broke in and divided them. However upon closer examination, many had one layer that was rotten inside them. I peeled off the rotten parts, cleaned them up and planted anyway.

What causes this? Should I not have divided? And are they going to grow, or will they rot in the ground? The cost was not insignificant at $20 per pound. TYIA
