Well, you've got quite a crop, and you haven't even planted anything yet! This is a guess...they're either lawn grubs or japanese beetle grubs. Lawn grubs are white all over, if I recall correctly; japanese beetle grubs have a distinct grayish area on maybe a third of their fat little bodies. Neither grub at this time of year is interested in your garlic, but I wonder if a lawn grub might find the garlic roots palatable come awakening time in the spring. I doubt a japanese beetle grub would be interested. If I were you, I'd just keep harvesting the little buggers and give the birds a treat. And cultivate a bit after planting and in early spring.
