It probably would have sprouted but could have lagged the other plants by a month or more.
What were you planning to do with these - they are far too close together to prosper in the box they're in. But they could be used for greens if that's what you had in mnd.

Roser - they are actually 6inches apart, although you can't really tell from the photo. From what I've read, that's enough spacing. I'm hoping to get garlic, not just greens.

To get decent sized bulbs in a container I would suggest fertilizing and watering the heck out of them.

Garlic needs both lots of water and nutrients. I have never tried garlic in a container, but I have a friend who has tried a few years now with poor results. He doesn't water often nor does he fertilze often. He has 15 acres so I don't know why he keeps growing in containers, but...
