Late garlic growth?

For many years, I have been successfully planting one eight by four foot raised bed of garlic. The bulbs were originally Polish and German hardneck which do well here in the northeast. I save and plant the largest cloves each year, rotate the beds and have had generally excellent harvests providing enough garlic for family and friends.This past October, i planted on the 26th. They were covered with the usual eight inches of straw mulch. I have always had green growth in the few weeks following planting but there is nothing this season. We were in a bad drought period at the time. Could this inhibit the fall growth? I tried to check out root development but the ground is frozen harder than a banker's heart. Any garlic growers have an idea of what may be going on?
