Planting annual verbina in rocks ???

I have some rocks around my water fountain in the corner of the patio and I was wondering if the rocks would get too hot for the verbina? I wanted to plant the annual verbina in around the fountain where the rocks are. I could take the rocks out but it would be a lot of work and wondering IF it would be unecessary to do? Do you all think they would be ok planted in all the rocks? It's not pea gravel but small size rocks.

Do the rocks become wet from the fountain? If so, Verbena wouldn't be happy. If the rocks stay dry, it should be the perfect place for it since it's loves sun, heat, dry.
