My advice would be to plant them in well drained compost. Keep them outside but with overhead protection from rain. Sempervivums can withstand the cold but if it is combined with rain them many of them will suffer. Cold with snow should not be a problem as they are alpine plants that are used to mountain conditions. Having said this there are some cultivars that prefer to be given slightly less harsh treatment.
