Ruellia ciliata f. depressa - What's it need???

Liked the sound of the description of this plant and purchased it from Siskiyu. I know it's an alpine, but thought it might be happy in full sun, amended clay with reasonable drainage, acidic ph.

In more than 2 years time, it's grown absolutely not at all. It appears very late, almost summer, gains about 1 1/2" (yes inches, not feet) in height with maybe 8 small leaves. No flowering of course.

Can anyone tell me more about requirements for growing this plant well, or are my summers just too cool/winters too wet for it. I dug it up this afternoon and potted it in a gravelly mix for now....

    It's nearly a weed out here in California-I have neighbors with it sprouted in their lawns!It seems to thrive in full sun with medium watering.It doesn't seem to need such a low PH soil(acid) though.
