promoting bulblet growth

Months ago there had been a discussion about putting small cuts into the basal plate to promote new bulblets to grow from where there cuts were made. I had tried to find that thread but didn't come across it. Did anyone try cutting or nicking the basal plate to see what would happen?

It would take more than a couple of months to see results, unless you dig the bulb up on a repeated basis.
