Short scapes

Having had a mild winter and having protected most my Hippeastrum, my assumption that very short scapes resulted from near freezing temps. This spring I have noticed several cultivars and species with short scapes. It doesn't seem to be relateed to pot size. H. papilio seams most suseptable. Does anyone have an idea what may be happening?
