bublets instead of flower

I've been growing some bulbs from seed and they are about 5 yrs old now. This summer they spent outside in a little cheesecloth house to protect them from the Narcissus fly and they did amazing! Some grew as many as 7 long healthy leaves.

When I brought them inside for winter I noticed that some had started growing little bulblets.

My question is how can I get them to put their energy towards growing a flower instead of on bulblets?

I removed the bulblets and I've been fertilizing with a general all purpose fertilizer (20-20-20) for months.
