The leaves were cut when it was put into dormancy. (in Holland or wherever it came from) Now those cut leaves are continuing to grow, when it starts growing new leaves they will not be cut, and will look more like a large blade of grass. Sometimes leaves come first, sometimes at the same time, sometimes after the scape. Leaves are a good sign that it is making roots.
As far as how many flower scapes you get- it depends. Bigger bulbs tend to put out more scapes. Looks like a nice healthy scape tho. Have you checked out the "sticky FAQ" at the top of the list? Lots of helpful info in there. Good luck tlbean, and do post pictures of the blooms!
