Black Spots on Oranda

I have a large Oranda which has developed a scale sized red spot on his/her side as well as two blackened spots on the same area.

Any suggestions. He is currently being treated with anitobiotics (baytril) and in a quarantine tank. Water quality is fine. Any ideas or suggestions would be helpful and appreciated.
