Betta at bottom of tank!!

My betta just moved into a new 2.5 gal. tank. I had the water tested and all the levels are fine, but my betta is still sulking at the bottom of the tank. He just sits at the bottom breathing through his gills. I don't know if he's sick or what. He has some lighter patches of scales on the top of him but that's the only difference I've noticed. Is there anything I'm missing??

It's room temp. which is around 72. All he's doing is hiding in the tarracata pot at the bottom of the tank. He moves inside there sometimes, but I haven't seen him come out yet

Try raising the temp to ~80. It should be more active. Also make sure there is adequate aeration.
