Some of my aquarium plant bulbs are blooming, but they have white spots on them. I try to clean it off, but it always comes back a few days later. Currently I am cycling my tank, but I don't believe it is because of that. What is this, and can it harm my fish once they are in the aquarium?

What type of bulbs are they? I have used ones sold from Wal-mart and Petco I think they are from Sea-Life Inc. I have never had any white spots on the bulbs before or after they sprouted. It almost sounds like rot, like a bad piece of bogwood. By the way I never tried the "onion plant" pack Just Apongeton and Nymphae.
