betta fish in trouble!

I have had a blue male Betta fish for about 2 months now and he was always very lively and ate a lot. He is in a 2.5 gallon tank that is not heated but the temperature stays at around 70 degrees farenheit. I siphon out the gravel once a week and do a full water change every 2-3 weeks. His water is always treated with a chlorine remover. Recently he started to get small tears in his fins which escalated to a small white spot appearing on his head. I treated him with some BettaFix for the torn fins and some PimaPix for the white spot which I thought was a fungus. I added some aquarium salt and then moved him to a smaller tank. This morning I got up and his face was all swollen, his eyes are bloodshot and he has red streaks by his gills. He is also having a lot of trouble swimming, showing symptoms of a swim bladder disorder. Any suggestions? I am very very fond of him and I really don't want him to suffer!
