Winterizing my Goldfish ~

I have 2 goldfish, one is 6" and the other is 4". They are in a 25 gallon barrel outside. Rather than doing weekly water changes, can I just leave the water hose inserted into the bottom of the barrel from my own well dripping slowly to exchange the water on a continuous basis? It is in an area that isn't affected by the overflow of the barrel. (I have a hole in the side of the barrel a few inches from the top to keep the level low enough so the fish won't jump out.)

Also, we have occasional nights where it freezes in our area and the barrel has iced over at times. Should I insert a heater and if so are there any special guidelines to adhere to for it? I've had the fish for about 2 years. Any tips will be appreciated.
