I have recently used

Mardel Maracyn-Two to treat Hemorrhagic Septicemia on my one bala. It said the water would fog on the last days of treatment but would clear with new carbon. its been 2 weeks now and it is not clearing. any ideas on why ? I have tried many water changes and a light gravel sweep. the water was tested and there is in between 0.0 and .5 ammonia. But that seems to bounce in between there throughout the week.
