My red-cap oranda has brown spots

It's been sitting in the top corner of the aquarium on and off, doesn't look good, and has some sort of brown spots on the belly and tail fin. Can anyone help?

You need to give more information... sounds like bacteria infection but not sure.

Size, tank, water tests so on...

Please give more details asap.
