Betta in Bottled Water?

Hey y'all. I live in New Orleans, and they're super-chlorinating our tapwater now. I want to get a betta, but am unsure of what to do re water.

Can I use bottled water and water conditioner? Which is best: Distilled, or Spring/Artesian? I want to do the right thing, but I'm not terribly interested in buying the bottled "betta water" from the petstore.

I've put tapwater into the tank for the cycling process, as I assume the chlorine will dissipate during the weeks that it's filtering and sitting (will the chlorine have killed the beneficial bacteria I was trying to keep? I'm using an old icky filter from the previous betta, and had about 2" old water within the gravel that I haven't cleaned). I have a 2.5gal tank, I tend to do a 50-60% change every 2 weeks or so, and keep a I don't know anything about cycling a tank, so if I'm doing all the wrong things, rest assured there are currently no fish involved. :)
