Bittermelon leave curled

Is anyone grow bittermelon?

My bittermelon looks very sick. The tip of new grows are all curled together. I did see some tiny black bugs I do not know what but I used some Sevin powder on the back of the leave. They still curled. I am not sure if they all damaged by bugs or they may grow out of it. The bittermelon grew so slow since this spring is so cold. Should I restart some seeds?

I don't know why they are curling. But the black little bugs may be
flea beetles. If they are you should have little holes in the leaves.
If I had the space, I would plant some more in a different spot, just
in case it is some kind of disease.

There is no holes on leave.
I do not have problem last year. I'll try some new.
