Question about ordering seeds in hot weather

Hi people,
I want to order seeds of Chinese cabbage, Pak Choy, lettuce, etc, but because of hot temperature(85-90 degree), I don't think it is good idea to order cold crop seeds in hot summer season.
What is your opinion?
I live in city of Philadelphia Pennsylvania and we have very hot summer and severe winter, if I wait too long to sow seeds of these cold crops, I end up having frozen vegetables unless I protect these vegetables in cold frame or cover with straw.
Oh, I wish I saved seeds and stored in cool basement in my house.
When is best time to sow Chinese cabbage, pak Choy, lettuce, etc in our area do you think?
