Chinese Brocoli Bolt

My chinese Brocoli bolt.ed. It's about 3 inchese tall with 4-5 leaves. Unfortunately flowers have sprouted on the middle of the plant. What causes these. Shall I pull out the plants now and raise the white flag and buy another set of chinese brocoli. seedlings? Another question.: I brought conquistador celery 5 inches tall 2 months ago. until now they are still 5-6 inches tall. what's the matter?

If you bought plants they may have been stunted from spending too long in the pots. It is supposed to bolt. The whole plant and beginning seed head are used, but your plants should be much larger than three inches and a couple of leaves.
