Can rhodies tolerate wind?

Hello all, I am working with a brand new landscape and planted four rhodies last year-- two pjm which appear to be fine and two of another, big leaf type. One of these on the East side of the house is perfectly happy. The other on the North side subject to punishing winds has lost probably half of its leaves and appears to be really struggling. Due to a drainage easement on that side my hands are tied in terms of moderating the wind. Soil/distance from foundation is the same for both the thriving and weak rhododendrons. Could it be the wind? Any suggestions for a nice foundation shrub which can tolerate those conditions? The Otto Luykens Cherry Laurel looks pretty happy, though something seems to be dining on its leaves. Would a hydrangea have better luck?
