Roseum Elegans dying?

Last fall I planted two Roseum Elegans shrubs, approximately 5 feet from each other. One is thriving this spring, while the other still has rolled up leaves and many appear to be drying out. Does anyone have any idea what the problem is. If it helps, I took some photos, but I can't seem to figure out how to post them. Any help would be appreciated!

Check inside root-ball for moisture problems.

bboy is alluding to the fact that some root balls get dry and will not absorb water. If you have such a root ball, you must dig it up, soak it until it does absorb water, then score the sides, spread out the roots and replant. Mulch thoroughly after planting.
