Hello. I think that that would depend on your soil. If it is clay, like ours, then you would want to put all the organic matter and sand in there that you can...finely crushed pine bark works really well. It should hold moisture but still drain well. Then mulch with either pine bark, pine needles or shredded hardwood mulch about three inches deep.
I have found that this works really well on slight slopes for me and I have been planting on worn out cotton land.

Many parts of Texas have alkaline soil. Azaleas need acidic soil. If your soil is alkaline, the best strategy is to used a raised bed. This gets you above the alkaline soil and also provides good drainage which is another important thing. The next thing is to use a good well drained acidic soil and mulch with something like oak leaves or pine needles to keep the roots cool. They like some shade, but need sun to bloom properly. Hence, protecting the soil from direct sun light is good. I like pine bark myself. So here are my recommendations:

1) Alkaline Soil. Raised beds are the best solution for this. Rhododendrons and azaleas have shallow roots, so a raised bed that is 12 to 15 inches high is normal. Use a good acidic soil that is well drained.

2) Alkaline Water. The raised bed won't help if you use alkaline water. Use only rain water including water collected in cisterns or neutralized water.

3) Wind and sun. These are serious problems in both summer and winter. A wind break and partial shade are a big help.

4) Hardy plants. All azaleas and rhododendrons have a characteristic hardiness. Winter hardiness and summer hardiness are both important. They usually go together.
