Rhodie problems

My rhododendrons are not looking great. I just planted them this year. They bloomed very quickly at first, but I noticed that their branches couldn't hold up the flower heads. And shortly thereafter the flowers started to droop and turn brown and then eventually fall off. It doesn't seem to show any signs of trying to bloom again this year. Not to mention, the new leaf growth is a lighter color of green than the rest. The lighter green leaves have green veins though. I tested the soil and the nitrogen is low, and the pH is 7.0. How do I go about changing the soil pH and nitrogen? And when should I?
