Rhododendrons bloom once in Spring from buds set the previous summer.

Ideally, soil ph should be somewhere approx 4.5 - 6. to grow rhododendrons well - a ph of 7 sounds close but the reality is it is much too high.

How, and how often, are you watering them? Water must go directly onto the rootball at this time.

The underlying rock in many parts of WV is limestone; this causes the soil to be too alkaline for good rhododendron growth. Changing soil pH in circumstances like this is not really practical. A better solution is to create a raised bed with an appropriate - acid - planting medium. Your County Extension Service could certainly tell you if you're in a limestone area.
