Should Rosebud Azalea have bloomed or leafed out yet?

I planted (3) Rosebud Azaleas last fall.

Its May 13 today and none of these plants have bloomed or leafed out. Just the brown leaves are left from the winter.

They did put out a few green leaves 2 weeks ago. Since then no more growth and the tips of some of the leaves turned a light brown.

Plants get 5 hours of sun, get at least 1" water per week if rainfall is insufficent. I applied one azalea fertilizing application about 1.5 weeks ago.

I did scrap the bark on several stems and they are green yet, so they are alive.

Not sure if they are ready to cash out or if this variety is late to bloom / leaf out.

The only plants that haven't leafed out yet in my yard are Honeylocust, Ginkgo and Hibiscus. They all have buds and typicaly leaf out late...I always thought Azalea blooms early spring and should have leafed out by now.
