After you replace the neighbor watch and see what the shrub does before giving up. Depending on what the specific circumstances are it may come back, although it will be years before it looks anything like it once did.

The green is the cambium layer and means that it is still alive. They will come back once fairly well. If this is done two years in a row, it may be less likely to come back the second time since it will still be stressed. They have adventitious buds under the bark that will come out of any stems or roots that are not dead. I would wait at least one year to see what is going to happen. I would not fertilize since that would stress it. I would make sure it doesn't dry out, but not water it unless the soil is drying out.
