Help with poor neglected Azalea

There is a poor neglected Azalea in the middle of one of the beds that CityBounty will be maintaining and I don't know much about Azaleas. I would welcome any input about how to best make it thrive. I don't think it has had much water and probably has never been fertilized or anything. I would like to eventually graft some other colors onto it because one whole side is just dead. Can I cut away more than half the bush and graft on new branches? What time of year should I try to do this?

Here is a bad picture of it but at least you can see a bit of where it is and how large.
