rust colored fungus powder on new growth

When I moved into my new home, it came with two very old & overgrown rhodys. I set out to trim them (as I had done to rhodys for the past 30 years at my prior home) to thin out the choking growth. This spring I noticed that the new growth is very "spongy" and seems to have a rusty colored sticky powder coating it's surface. No spots, edge discolorations, nor curling. Just spongy quality to the leaves with the coating. I'm assuming it's a fungus... Anyone with some knowledge to share about it & how to treat it?
