Rhoddie doesn't flower

I have had a Northern Starburst rhody for many years.

It is healthy with some new growth every year.

It just never develops flower buds.

I have changed its location because I thought it wasn't getting enough sunlight.

The move didn't affect it much.

It continues to thrive...leaves are glossy and seem healthy ..... but it does not flower.

This past 2 years I used a rhody fertilizer in the spring, but still no buds.

I am in Eastern Canada, zone 5.

Any ideas about why there are no blooms?
