Maxi with drooping leaves

I have planted many maxis in my time - but I have a problem I cannot rectify. A 10ft high maxi I planted a year or so ago has its leaves pointing down at 45% - not a good sign as healthy rhodies have "perky" leaves. It is planted in a spot where the earth is clay. Usually a watering helps this problem - but not for this rhodie. I wonder whether I have planted it too deep - the top of the root ball ia actuially above grade, or it has too much mulch, although in this repect its no different from another 10 footer planted at the identical time - but not in clay.

I am thinking I should raise the root ball and keep maybe the whole rootball above grade amd heavily mulch the surround.
