Encore Azalea 'Autumn Sunset'

Three years ago I planted an "Autumn Sunset" Encore azalea in the fall. The following year, it bloomed almost non-stop spring, summer, and fall. I was thrilled.

This year (3rd year) it hasn't bloomed but once in the spring! The plant looks fine and has grown. The late frosts this past spring were bad. I've given it regular water (one inch every week) since we've had drought, and it's been very hot with record-breaking heat Aug., Sept., and Oct..

I haven't fertilized it since I heard azalea roots can burn from fertilizer - would that (or anything else) help rebloom?
