If you're in the Phoenix area, prune during January up to mid-February. The bush is reacting to temperature changes and you can prune it when the buds have opened. The bloom is the end of the growth cycle and there is a lag-time between one cycle and the next anyway.

The local rose societies will be pruning the public gardens beginning 9am Saturdays at Mesa Community College. Sahauro Ranch Park and Scottsdale Artists School will be doing theirs January 14th. Encanto Rose Garden will be January 21st. We'll also be conducting pruning clinics at Berridges and Bakers Nurseries most Saturdays through January and at least once at Harpers and A&P Nurseries. We'll be at the Home & Garden Show January 14-16th with clinics on pruning, planting and general rose garden maintenance.
