low litter tree for front yard

Hi everyone. I live in Las Vegas, so our climate is similar to Arizona.

I am replacing a damaged shoestring acacia tree in my desert landscaped front yard. I hate the amount of litter that the tree produced, so I'm looking for a low-litter alternative. I am trying to decide between Mesquite, African Sumac, or Honey Locust. If none of these work I can always go with a Holly Oak, which I know is clean, but does grow slowly.

I am limited to a list of trees pre-approved by my HOA, otherwise I have to submit a plan for approval at a cost of $50 (no thanks). I already have an ash tree and a flowering plum in the yard, but would like one tree which keeps its foliage all year.
