Drought killed 2/3rds of my pepper tree

I live in Tucson. Last summer as you know, was very hot & dry. I irrigate my plants and trees. But the west side of my 25+ yr old pepper tree literally burned. The leaves dried and the limbs became crisp. Also, the bark peeled off. This spring only about 1/3 of the leaves came back on the east side of the tree. Does any one have an idea how I can save this tree?
