Citrus Trees - Advice Needed

I live in Tucson, Foothills, with a wash directly behind my house, (so it's often 5-10 degrees cooler in the back than the front.)
2.5 years ago I planted 3 citrus trees in my back yard: Washington Navel Orange, Valencia Orange and Ruby Red Seedless Grapefruit. When I bought them, they were 7-10 ft tall and all 3 had a few fruit. Then the BIG Tucson winter came 2 years ago (when SW Gas cut-off gas for half the foothills for a 3 days.) I had all 3 trees covered but they did not do well. Once spring came, I cut back all of the dead trunk and branches. The trunks appear dead over about 1 foot and what I have now, are 3 fruit bushes. It's been 2 years and no fruit... not even a flower. Will these ever have fruit, or should I remove them?
