Penstemon out of sync

I neglected to start watering plant-sown seeds last fall. Tucson had sufficient rain early in 2112 to germinate the penstemon as the weather warmed. From there I started watering them and thinning them out.

The penstemon now are about two inches high and have multiple sets of leaves. Part of me wants to continue watering them and part of me says they won't get big enough to survive the summer heat and therefore I'm just wasting water on doomed seedlings. I think it was about mid-March when I starting watering.

Has anyone had success with spring penstemon seedlings?
